Job Title: Communication Field Officer II

Location: Jos, Plateau

Job Description

  • Under the supervision of the Head of Sub Delegation, Communication Officer 2 contributes to designing, planning, and implementing communication projects and activities in coordination with the management of the field sub-structure and/or Communication Coordinator.
  • The Communication Officer 2 contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

Main Duties and Responsibilities

  • Drafts Communication strategies and Plan of Action for the Jos Area of Responsibility (AoR) in Plateau, Nasarawa, and the Benue States in line with Prevention / Communication Strategy.
  • With minimum supervision, organizes and implements relevant activities: operational communication sessions, community engagement sessions, engage in public and digital communication, interaction with religious and traditional circles and civil society organizations, public affairs, and resource mobilization.
  • Support in building the capacity of National Red Cross communication coordinators and volunteers to correctly represent and present the Red Cross / Red Crescent Movement.
  • Support the Jos sub-delegation and Delegation’s drive to increase the visibility of the ICRC by generating audio-visual content for print and electronic use on ICRC publications and online media platforms.
  • Develops context-specific tools for public communication with stakeholders and provides support to operational departments on ensuring the content and design of their publications meet the ICRC visual identity.
  • Maintains existing contacts and develops a new relationship with journalists in key print and electronic media in order to increase the visibility of the ICRC within the AoR through the various media avenues.
  • Supports the Head of Sub-Structure and/or in networking with relevant stakeholders and represents the ICRC to various audiences.
  • Monitors the political, security, and humanitarian developments, as well as other issues relevant to the ICRC’s reputation/perception and capacity to operate in the geographic area covered and contributing to their analysis.
  • Carries out information analysis/environment scanning to identify and follow political, security, humanitarian developments that could impact ICRC operations and are relevant to the ICRC’s reputation/perception and access within the AoR.
  • Manage and keep a record of the SD’s publication stock and promotional items and ensure departments have the relevant publications to support their activities.
  • Provide support to management by carrying out security checks in absence of a networking adviser.

Education and Experience Required

  • University Degree or equivalent in a relevant field such as Communication, Political Science, International Relations, or Journalism.
  • 3 years of work experience in a field relevant to communication
  • Fluent knowledge of written and spoken English and Hausa.
  • Computer literacy (proficient in MS office) and familiarity with digital communication tools.

Job Title: Community Contact Centre (CCC) Operator

Location: Abuja

Job Description

  • Under the supervision of the CCC Supervisor, the Community Contact Centre (CCC) aims to increase ICRC’s Accountability to the persons we serve.
  • The CCC receives questions, complaints, and comments from callers from around Nigeria in connection with their humanitarian needs and ICRC activities.
  • The Contact Centre will also share information on ICRC programs and criteria for eligibility with callers, at times pro-actively, and will occasionally also carry out small surveys on behalf of the ICRC.

Main Duties and Responsibilities

  • Calls proactively community members to gauge perception and satisfaction level of ICRC activities and services
  • Responds to calls to understand the concerns of the caller and decide on whether the concerns can be addressed immediately or require referral to other departments.
  • Give calls to persons affected by the conflict and violence in Nigeria to gauge their level of satisfaction and perception over ICRC activities and services
  • Understands that some concerns/issues require confidential and sensitive treatment and behaves accordingly.
  • Immediately flags to the Community Contact Centre supervisor calls or issues involving Code of Conduct violations or requiring the involvement of the Delegation Management.
  • Records the details of each call in the appropriate databases/software.
  • Immediately follow up of complaints and immediate feedback to the Affected Population
  • Follows up on cases referred to other departments to ensure timely follow-up and action.
  • Participates in the formulation of statistics and regular Community Contact Centre reporting by flagging issues and proposing improvements.
  • Is available for field missions to become better acquainted with ICRC operations in Nigeria, follow up on specific cases and thematic, and, on occasion, participate in monitoring activities for ongoing projects when requested.

Education and Experience Required

  • University Degree from any reputable institution of learning
  • Experience in call center operation an asset
  • Minimum 2 years of professional experience in a similar position
  • Good understanding and knowledge of humanitarian issues and current events in Nigeria
  • Proficient knowledge and skills in project cycle management
  • Experience using online dashboards for data analysis and prior experience working with technology for humanitarian organizations is desirable

Job Title: Mental Health and Psychological Support (MHPSS) Field Officer (Psychologist)

Location: Borno

Job Description

  • Under the supervision/with the support of the MHPSS Delegate and in close coordination with the Protection Missing team, the MHPSS Field Officer is responsible for the implementation of Mental Health and Psychosocial Support to Families of Missing persons in the Maiduguri Sub Delegation as defined in the MHPSS support to Families of missing project document.
  • The FO will also support other projects as needed according to MHPSS department workload.

Main Duties and Responsibilities

  • Works with Protection to implement the MHPSS component of the Accompaniment Program in Maiduguri AoR in line with the provisions in the project document and in collaboration with the MHPSS Delegate and Protection Missing team.
  • Builds the capacities of Accompaniers (who are themselves families of missing persons) to enable them to provide
  • Mental Health and Psychosocial Support to Families of Missing persons particularly through trainings, clinical and on- the-job supervision, coaching and mentoring on PSS skills as defined in the MHPSS support to Families of missing project document.
  • Leads the team of Accompaniers to identify the mental health and psychosocial needs of families of missing persons through the Household Survey activity.
  • Provides and/or facilitates supportive and constructive coaching and supervision to team of Accompaniers to aid their skills development
  • Supports the MHPSS Delegate to identify/map tertiary and other support for additional needs of the FoM (severe and enduring mental health problems) and develops a referral process for same.
  • With MHPSS delegate, identifies key community actors who will benefit from mental health awareness for FoMs, sensitization and/or basic psychological and psychosocial support trainings, organizes and conducts same accordingly.
  • Contributes to timely program reporting requirements including MoMs, Proposals, Activity reports, BOR, sitrep, MfR,
  • QHTR, Field trip reports, statistical data (PEARL/MAD) and other specific reports as requested and correctly files them.
  • Prepare and follow-up MHPSS orders, with respect of ICRC internal logistic and administrative procedures (SRs, POs).

Education and Experience Required

  • University Degree in Psychology or Bachelor of Sociology (BSc.), psychiatric nurse or health related background
  • Experience in clinical and/or community mental health and psychosocial programs or in social work
  • Experience working with children
  • Experience working with the psychological effects of war, political violence or other traumatic events highly desirable.
  • Experience working with international organisation.

Job Title: Detention Field Officer II

Location: Abuja

Job Description

  • Under the direct supervision of the Deputy Protection Coordinator (Detention), the Detention Field Officer II advises ABJ Delegation on detention activities related to judicial guarantees, as well as maintaining an extensive and effective network among Nigerian authorities, the Government of the Federation, the judiciary and other relevant actors (CSO, Nigerian Bar association, etc.) for that purpose.
  • The Detention Field Officer II initiates, formulates and implements strategies to strengthen the implementation of judicial guarantees.

Main Duties and Responsibilities

  • Develops responses to ensure the respect of detainees’ rights to due process and judicial guarantees at all stages of arrest and detention (including at the earliest stages of detention or capture).
  • Plans, carries out and reports on detention activities related to judicial guarantees autonomously;
  • Develops a mapping of the key State organs, international organizations, development agencies and other relevant actors involved in judicial guarantees related programs;
  • Develops and / or strengthens contacts with judicial bodies and national/ regional / international oversight mechanisms or institutions working in the field of judicial guarantees and represents the Delegation in such meetings;
  • Assists in producing guidelines in the field of Judicial Guarantees in Detention.
  • Supports detention delegates in developing plans of action, evidence-based studies and analysis and provides briefings and technical support relating to judicial guarantees to staff involved in detention activities.
  • Contributes to the organization of round-table discussions and seminars for criminal justice authorities.
  • Supports the delegation in producing thematic reports on the main humanitarian issues resulting from lack of respect for due process and judicial guarantees (overcrowding, access to essential services, incarceration trends etc.); on detention policies; alternatives to detention; and formulating solution-oriented key messages.
  • Supports the review of guidelines and regulations and any other legislations that may have an impact on judicial guarantees.
  • Monitors the legislative agendas and policies and assess how they can positively or negatively influence deprivation of liberty.
  • Ensures coordination between Protection, Legal and Armed and Security Forces Departments in relation to judicial guarantees.

Educational Qualification and Experience

  • University Degree in Law or relevant professional experience.
  • 4-6 years’ experience as a lawyer, criminal justice expert, or similar, or in other relevant organizations.
  • Called to the Nigerian Bar an asset
  • Studied international law with a strong understanding of human rights and criminal law
  • Relevant work experience in international organizations and Nigerian organizations (e.g. civil society organizations, law firm)
  • Excellent command of English and other Nigerian local languages including Hausa.

Job Description

  • Under the supervision of the ICT Engineer and the ICT Coordinator, the ICT Specialist II offers support and maintains proper functionality of ICT set-up and infrastructure;
  • Interrelates with all the internal and external interlocutors including service providers; Offers support to users in Maiduguri and from other sites (sub-delegations, offices);
  • Have a good knowledge on all of the following ICT domains: PC hardware and software, networking, telephony, radios, satellite systems, and helpdesk.

Main Duties and Responsibilities

  • Installs, programs, adapts and maintains all professional ICRC Informatics equipment (computers, servers, printers, peripherals, internal networks, power systems, cabling, modem, connexions and internet facilities) respecting internal standards and procedures.
  • Installs, programs, adapts and maintains all professional ICRC Telecom / Radio equipment (HF, VHF, UHF, modems, antennas, cabling, power systems, inverters, batteries and repeaters) respecting internal standards and procedures.
  • Installs, programs, adapts and maintains all professional ICRC Telephone equipment including PABX (Sat phones, faxes, switchboards, wireless units, telephone sets, GSM gateways) respecting internal standards and procedures.
  • Timely response to helpdesk requests from callers and walk-ins, providing remote assistance to users with ICT problems
  • Ensures all ICT support requests are accurately logged in the VSM portal and resolution is done according to the agreed Service Level Agreement and escalates unresolved problems to L3 service desk.
  • Assist with the administration of staff joining, leaving and/or moving within different sites in relation to the creation and configuration of new computers and services
  • Repairs or organizes repairs of all broken ICRC Informatics, Telecom or Telephone equipment received in (or transferred to) the ICT Workshop and attributed to him for repair.
  • Assist in monitoring, operation and performance of LAN/WAN connectivity and communication services
  • Assists users in software installation from ICT store and ensures proper software distribution, updates, and scripts installation.

  • Bachelor’s Degree or equivalent Higher Education Degree in ICT domain (Electronics, Telecommunications, Computer science or similar field. Postgraduate or Master’s Degree is an asset.

Job Title: Nutrition Field Officer

Location: Abuja

Job Description

  • Under direct supervision of the Nutrition delegate, the Nutritionist will support in assessments, planning and implementation of the programs for management of acute malnutrition at the health facilities (primary health care centres and hospitals), including out-patient therapeutic programs, stabilization centres, growth monitoring promotion (GMP), Infant and young child feeding (IYCF).

Main Duties and Responsibilities

  • Works with Health and ECOSEC Management, PHC health teams, nutrition delegates / FOs to assess and plan ongoing nutrition program.
  • Maintains an overview/monitors nutritional situation in the ICRC areas of strategic interest and advises/alerts
  • Health/Ecosec/Head of Sub Delegation (HoSD) on deterioration.
  • Assesses needs and designs nutrition-specific interventions to respond to malnutrition including micronutrient deficiencies in catchment population of ICRC supported Health facilities.
  • Prepares proposals/Plans of Actions, result monitoring framework and activity plans
  • Monitors Outpatient Therapeutic Program (OTP’s) and stabilisation centres with Health Delegate/team.
  • Liaises with the SMoH/LGA health authorities and hospital teams to ensure a collaborative approach.
  • Identifies and implements capacity building initiatives related to nutrition for ICRC staff, NRCS, MoH staff/volunteers including formal/informal trainings and on-site coaching
  • Prepares training programs in collaboration with management of health department and management of sub- delegations in line with ICRC and MoH training curriculums.
  • Develop and maintain good coordination with the various humanitarian actors, authorities and professionals in Nigeria in relation to the nutrition programmes
  • Represent the ICRC in nutrition cluster meetings and other discussions that are relevant for the ICRC health and nutrition programmes

Education and Experience Required

  • Minimum of Bachelor’s Degree in Human Nutritional Science or its equivalent or Degree in other related Health Sciences with relevant work experience
  • Minimum of 3 years’ experience managing emergency nutrition programs.
  • Familiar with Nigerian public health sector systems is highly desirable.

Desired Profile and Skills:

  • Conversant with Nigerian National CMAM, IYCF and GMP technical protocols.
  • Previous experience in humanitarian context in Northeast and/or North-Central Nigeria.
  • Understanding of humanitarian cluster/sector systems.
  • Fluent in local language e.g Hausa.

Job Title: Armed and Security Forces / Police and Gendermerie (FAS / PGE) Assistant

Job Description

  • Under the supervision of the FAS Coordinator, the FAS-PGE Assistant is a crucial figure within the delegation’s engagement in the dialogue with the Law Enforcement Agencies.
  • S/He Maintains a close collaboration with the FAS-PGE delegate in the general effort to liaison with the LEAs, to reinforce the mutual understanding between them and the ICRC delegation/sub-structures

Main Duties and Responsibilities

  • Organises training and conducts dissemination under the directions of the FAS Coordinator and the FAS-PGE Head of Unit (HoU)
  • Contributes to writing analytical extensive reports on the operational situation of the delegation.
  • He/she supports the FAS-PGE delegate in developing the strategy for the FAS-PGE file in Nigeria, and in organizing the different FAS-PGE activities.
  • He/she assists the FAS-PGE delegate in the organisation of the FAS-PGE training sessions on IHL-IHRL principles and the
  • International Standards and Best Practices for policing. He/she supports the FAS-PGE Delegate in the organisation of “training of trainers” seminars.
  • He/she can, when required, conduct training sessions independently, replacing and representing the FAS-PGE delegate.
  • He/she contributes to the networking effort of the sub-delegations and FAS-PGE Unit, maintaining contacts with the Law
  • Enforcement (LE) authorities and the FAS-PGE interlocutors, promoting the ICRC mandate and activities. Independently creates, maintains, develops and feeds a database containing various levels of military and police authority contacts or other relevant external interlocutors (military or police attachés, NGOs, UN system, etc.).
  • Liaison duties with Nigeria Police Force and other Law Enforcement Agencies
  • Gain understanding and support on the ICRC and on IHL/IHRL from LE interlocutors.
  • Prepare and conduct dissemination sessions on IHL/IHRL to the Police Training Institutions
  • Ensure the organization and logistics of such dissemination.
  • When requested, he/she supports in preparing and conducting dissemination sessions on the ICRC and IHL to the Armed
  • Forces of Nigeria’s training institutions and units engaged in internal security operations.

Education and Experience Required

  • University Degree in IHL, IHRL, Law, Communication or any relevant fields.
  • Police Academy with proved studies of IHRL-IHL
  • At least 5 years of experience in a related field
  • Previous experience in Law Enforcement in a command position is a strong asset

Job Title: Weapon Contamination (WeC) Field Officer

Location: Abuja

Job Description

  • Under the supervision and technical guidance of the Weapon Contamination Delegate (WeC Del), the Weapon Contamination Field Officer (WeC FO) will ensure that WeC activities facilitate and complement other aspects of ICRC emergency programs such as relief (but not exclusively) distributions, Economic support activities, water provision, health services and dead body management in his/her Area of Responsibility (AoR).

Main Duties and Responsibilities

  • Ensure that WeC activities facilitate and complement other aspects of ICRC emergency programs such as relief distributions, livestock support activities, water provision, health services and dead body management, etc. in his/her AoR, under the direction of the WeC Del or the Armed Forces and Security (FAS) Coordinator.
  • Plan WeC Risk Awareness activities according to the RASB guideline and community’s needs. This will be done in accordance with the overall planning of the Delegation and the WeC Del.
  • Conduct WeC Risk Awareness activities as planned and approved by the Heads of Sub-Delegation (HoSD) and the WeC Del.
  • Accompany field visits, deliver the Risk Awareness to the beneficiaries where applicable during the visit, in coordination with other departments (WatHab, EcoSeC, Health, etc.).
  • Participate in the development and implementation of training programs and material on WeC Risk Awareness for the partner organizations where applicable.
  • Gather information regarding mines/UXO/IEDs situation, incidents, socio-economic condition, level of WeC Risk awareness, etc. in his/her AoR.
  • Develop and maintain contacts with the authorities at local level.
  • Obtain, if not already obtained, all required authorizations – administration, police, military and local authorities in an area of
  • WeC interest, and coordinate with the community in the area – and establish community liaison.
  • Provide timely, clear and concise reporting in accordance with the established reporting system and formats, maintaining and making available documentation as specified by the internal SOP´s and requirements, specially related to Risk Awareness Activities.
  • In coordination with the field delegate and as per approved protocols, refer particularly vulnerable Mine and Explosive
  • Remnants of War (ERW) victims to the ICRC Health Department, and follow up on actions and beneficiaries.
  • Deliver WeC Risk Awareness to the ICRC staff, partners and beneficiaries when requested.

Education and Experience Required

  • Relevant Degree from a University or Technical College
  • At least 3 years overall professional experience in a related field.
  • Work experience in Humanitarian Mine Action Sector is an asset.
  • Academically or professionally proficient in a Risk Awareness-related subject or pedagogics.
  • Previous experience with the ICRC or other humanitarian agency desired.

Desired Profile and Skills:

  • Excellent command of written and spoken English and Hausa.
  • Working knowledge (speaking and understanding) of Kanuri is an asset.
  • Excellent computer, negotiation and communication skills.
  • Good analytical and problem-solving skills with the ability to exercise sound judgment and make decisions with limited supervision.
  • Strong interpersonal skills and a proven ability to work within a multicultural team and to establish effective working relationships both internally and externally.
