Job Summary

Qualifications and Skills

- Seven (7) years of experience in senior program management implementing international development activities in Nigeria, with preference given to OVC and HIV / AIDS / Health / Agricultural activities under a USG funded award in Nigeria.

Job Title: OVC Enrollment and Data Entry Assistant

Project Background
- The Global Action Towards Epidemic control in Sub-national units in Nigeria (4GATES) program is a five year (2017-2022), United States Center for Disease Control (CDC) funded HIV/AIDS care, treatment and support program implemented across Faith-based and Government-owned health facilities in Delta, Ebonyi, Enugu, and the Imo States. Catholic Relief Services is part of the 4GATES consortium, which is led by Caritas Nigeria and includes, Catholic Relief Services (CRS), Pro-Health International and Palladium. CRS supports the implementation of the Orphans and Vulnerable Children (OVC) component of the 4GATES project.
- The household identification and enrollment are a key component of the 4Gates project for bringing on board beneficiaries for service delivery in line with project objectives.
- The exercise is to enable the program to register all eligible beneficiaries by SAPR with data on basic services provided within the reporting period. CRS, therefore, seeks to engage ad-hoc staff to support household identification and enrolment.
General Objectives
The objectives of the assignment are as follows:
- Support CSOs and CVs in identifying HHs within targeted communities and health facilities eligible for enrolment.
- To support CSOs and community volunteers in assessing and enrolling all households and children identified.
- Do appropriate documentation for all enrolment.
- To enter data into NOMIS.
Specific Responsibilities

FASTER will catalyze progress towards achieving UNAID’s 95-95-95 targets by addressing structural barriers to pediatric HIV testing and treatment. Specific Responsibilities

- FASTER (Faith-based Action for Scaling up Testing and Treatment for the Epidemic Response) project is designed as a new component of the global FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) project. Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC), FOCUS was developed with the intent of building FBO network capacity, assisting FBOs to contribute to HIV multi-sector planning for expanded service delivery, and documenting successful approaches. Led by CRS, FOCUS builds an understanding of how to leverage the faith-based community’s contributions at sub-national and national levels, reinforcing mutual responsibility and country-driven leadership.
- FASTER takes FOCUS’ objectives to the next level by creating an enabling environment in Nigeria where government, civil society, the private sector, and FBOs can accelerate normative pediatric HIV case finding, testing, linkage to care and treatment, and adherence support by strengthening and streamlining joint coordination and provision of pediatric HIV service delivery.

Project Summary
- The USAID/Nigeria funded Integrated Child Health and Social Service Award (ICHSSA) is to ensure that Orphans and Vulnerable Children (OVC) are cared for, and protected by their households, communities, and local and state government to reduce their vulnerability to HIV. The ICHSSA, which is implemented by Child Health, Livelihoods and Development (CHILD) project in Akwa Ibom and the Cross States of Nigeria, seeks to improve the wellbeing of OVC and their caregivers in a coordinated and sustainable manner.
- CRS is a member of the consortium with the Center for Clinical Care and Clinical Research (CCCRN) and will be managing the Strategic Information component of the project, among others. It is pertinent to develop new databases and/or management information systems (MIS), maintain and upgrade existing ones in order to respond to data management needs of the project in relation its Activity Monitoring, Evaluation and Learning Plan (AMELP), which will include but not limited to routine data collection, storage and reporting using appropriate indicators, tools, and MIS.
Primary Function
- The primary responsibility of this position is to provide overall support to the day to day implementation of M&E activities at the Project offices in Akwa Ibom and Cross River states.
- S/he should collaborate with his Technical Specialist in the state office and or in-country headquarters to ensure that all M&E tools and management information systems (MIS) are available and up to date for routine program monitoring activities in the state.
- Under the direct supervision of the Technical Specialist, the Monitoring, Evaluation, Accountability, and Learning (MEAL)Officer will ensure that data entry into national, PEPFAR and project MIS – National OVC management information system (NOMIS), District Health Information System (DHIS), Data for Accountability and Impact (DATIM) and other MIS; are up to date at all times.
- Furthermore, s/he will collaborate with the MEAL teams of the project and the CSOs to ensure that accurate and high-quality program data are collected and entered into the MIS platforms in a timely manner, reports generated along with the narratives, to provide information for OVC programming and management decision making.
- Also, s/he will support the training of CSO staff, promote program learning and sharing among staff, partners and stakeholders and encourage data utilization at all levels.
Job Responsibility
- Support the S/Technical Specialist in overseeing the MEAL activities of the CSOs in the implementation and use of the CHILD MEAL tools and MIS.
- Work closely with the CSO M&E officers and mentor them to ensure they understand the data requirements and data-gathering and report formats.
- Support CSO M&E staff in their work with the Data entry clerks, community volunteers, LG Social welfare officers, and community improvement teams(CIT) to ensure that enough training is done at all levels, that the correct forms are used and that accurate reports are submitted on a timely basis.
- In collaboration with the CHILD MEAL team build capacity of CSO M&E staff in understanding of OVC MER indicators and Nigeria custom indicators and how they are measured.

- The Systems Strengthening/Advocacy Advisor will provide technical leadership on all aspects of health and social systems to improve the quality of service delivery in both the public and private health sectors using OVC as the entry point into the health system at State and Local Government levels
- He/she will lead the design and oversight of interventions with the use of WHO Health Systems framework and PHI approach to systems strengthening to facilitate changes required to embed and institutionalize OVC Case Management and Sustainability into the health and social systems at the State and LGA levels.
- He/She will harness and coordinate expert inputs from strategy development, oversight, and implementation. He/she will support project team members to adopt the strategy into all streams of work and build the capacity of project teams and implementing partners to deliver the project’s systems strengthening strategy
