Job Title: Senior Project Assistant

Context
  • Under the overall supervision of the Programme Manager (MM), under the direct supervision of the National Programme Officer in close coordination with the Labour Migration and Diaspora unit and the respective project managers in Belgium and the Netherlands, the successful candidate will contribute to the implementation of the projects ‘Migration of African Talent through Capacity Building and Hiring (MATCH)’ and the ‘Connecting Diaspora For Development (CD4D-2) through Knowledge Transfer’ in Nigeria. He/she will be required to perform the following function:
Core Functions / Responsibilities
  • Lead the planning, implementation, and monitoring of all activities related to the MATCH and CD4D-2 projects in Nigeria.
  • With support from the unit and the mission, liaise and strengthen partnerships with project stakeholders, including relevant government structures, chambers of commerce, multinational companies, sector federations as well as others so as to ensure smooth implementation of project activities.
  • Take the lead in drafting of periodic reports on the implementation of the projects as per the IOM and donor requirements.
  • Ensure in proper record keeping and document repository for the projects’ activities.
  • Develop and coordinate the dissemination of information about the CD4D-2 and MATCH projects to key institutions in Nigeria and maintain a regular network of information-sharing with relevant partners of the projects.

  • ln cooperation with the lead IOM missions and with guidance from the National Project Officer, Labour Migration and Diaspora, lead the forging of frameworks and operational arrangements for the Diaspora professionals during their missions to host institutions in Nigeria.
  • In close coordination with IOM Belgium, the project partners (ALDELIA, VDAB), and the employee organization in Nigeria, coordinate the selection of the candidates participating in the labor migration scheme of and set up pre-departure orientation sessions for the selected candidates. The senior project assistant will duly inform the Working Group on Labour Migration, Technical working Group on Migration which will assist the pre-selection committee as an observer.
  • In the context of the MATCH project, provide leads to the implementation of initiatives contributing to the development of Nigeria organized by the project partners, participating candidates, diaspora organizations, etc.
  • Lead the preparation and organization of capacity-building missions the project partners to Nigeria, including organizing meetings with relevant national private sector organizations and employment agencies.
  • Coordinate components of the project which support the returning migrants with their re-integration in the Nigerian labor market. This encompasses monitoring vacancies, liaising with individual companies, and matching their recruitment needs with the profiles of the returning migrants.
  • Organize training, scoping missions, and monitor activities for beneficiaries of the CD4D-2 project and for companies joining the MATCH project, including making logistical arrangements.
  • Lead the in-house coordination among the different sectors of the projects.
  • Promptly identify and address any challenges and, as needed, present to management of any problems or issues related to project implementation and regularly make suggestions on how to improve efficiency and client service;
  • Assist in the monitoring and evaluation of the projects’ activities.
  • Participate in the development of new project proposals; and
  • Perform such other duties as may be assigned.
Required Qualifications and Experience
Education:
  • University degree in Economics, Business Management, Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution.
Experience:
  • A minimum of seven years’ experience with a minimum of two years’ experience in project management and implementation.
  • Sound and proven understanding of internal and international migration issues in Nigeria, the sub-region, and related issues with a focus on diaspora and /or migration management.
  • Demonstrated working experience in the area of human resource management and/or recruitment and stakeholder engagement, ideally in the private sector in Nigeria.
  • Proven experience in project management, implementation, reporting and monitoring, and evaluation of projects.
  • Experience in liaising with governmental and diplomatic authorities as well “as with national and international institutions.
  • Familiarity with financial and business administration.
  • Experience in drafting narrative project reports and project documents.
  • Experience in diaspora mobilization and government institutions capacity building programs.
  • Experience of supporting all aspects of project management and familiarity with international standards and EU regulations.
  • Experience working with budget or contracts administration is desirable
  • Experience working in a multi partnership project/program is desirable.
  • Demonstrable ability to act under pressure and complete tasks in a timely manner.
  • Strategic multitasking experience, strong analytical skills, and situational anticipation abilities.
  • Expert level internal and external communications skills as well as excellent negotiation skills;
  • Ability to prepare clear and concise reports and coordinate administrative activities.
Skills:

Context
  • IOM Nigeria assists the Government of Nigeria in enhancing their capacity to perform immigration and border management duties in line with international standards and good practices through establishing a national data architecture and conducting various kinds of capacity building activities.
  • Under the overall supervision of the Senior Program Manager in the Immigration and Border Management (IBM) Unit and direct supervision of the IBM National Programme Officer, the successful candidate will be responsible for supporting and coordinating IT components of IBM projects including deployment of IOM’s Border Management Information System MIDAS (Migration Information and Data Analysis System) at the county’s land, sea and air borders.
  • The candidate is also expected to perform other programmatic tasks related to the projects and liaise with the project beneficiaries and key project stakeholders.
Core Functions / Responsibilities

He/she will be required to perform the following function:

  • Assist in developing and testing information technology solutions
  • Ensure proper documentation and inventory of information technology assets related to the IBM projects and assist with asset handover documentation.
  • Support in planning, implementation, and monitoring of IT components of the project activities.
  • Support key project staff in liaising with relevant government partners, non-governmental entities, international organizations as well as other relevant project stakeholders when the issues strongly intersect with information technology, data, and biometric systems.
  • Support the planning, preparation, and implementation of training, project seminars, conferences, workshops, meetings, and presentations related to the IBM projects.
  • Undertake duty travels when necessary in support of the implementation of the IBM projects.

Job Title: Consultant (MM / Social and Behavioural Change Communication – SBCC)

Location: Lagos

Context
  • The overall objective of the project is to contribute to improving access to trusted information sources and promoting informed decision-making, through enhanced institutional capacities and community-based actions. A key output of the project is to make available evidence for results-based planning, monitoring, and evaluation of community-led awareness-raising efforts.
  • To expand the evidence base on results-based planning, monitoring, and evaluation of community-led awareness-raising efforts, a comprehensive assessment will be done in key states of irregular migration including Edo, Delta, and the Lagos States to guide future planning efforts.
Core Functions / Responsibilities
  • Inception report, including a detailed methodology and work plan.
  • Conduct a desk review of the SBCC strategy on TiP/SoM in Nigeria.
  • Develop SBCC objectives to define communication purpose for Trusted Sources project
  • Draft creative briefs from formative work to develop SBCC materials
  • Pre-test the SBCC materials among the target audience segment.
  • Prepare the implementation of the SBCC strategy focusing on the identified geographical areas, taking into account advocacy, community mobilization, and SBCC.
  • Develop a monitoring and evaluation framework for SBCC activities.
  • Take part in a validation workshop with government and non-government partners and present the SBCC strategy for validation.
  • Train key partners and CSOs on the implementation of the SBCC strategy
  • Final report, incorporating feedback from IOM project team;
  • Perform other duties as may be assigned.
Methodology

The following methodological approach is proposed at a minimum, and is to be further refined by the respective consultant in the methodology section:

  • Secondary information: Review of existing literature, manuals, and tools on SBCC strategy document, including the identification of best practices and modules that can be adapted to the Nigerian context. The strategy document will be developed based on an adaptation and contextualization of existing SBCC in the region.
  • Primary information: information collected through Focus Group Discussions (youth aged between 12-35) and Key informants’ interviews (with representatives from the government; CSOs/NGOs, coordination, and network mechanisms).
Required Qualifications and Experience
  • The consultant should have a minimum of five (5) years’ operational experience in conducting research including desk reviews and literature reviews for INGOs, NGOs, and Ministries, Agencies, and Departments (MDAs). Preference will be given to individuals who have experience working on migration and trafficking in person issues.
  • The consultant should have a minimum of five (5) years’ experience in developing SBCC strategic document that targets children and young people in Africa and more specifically Nigeria
  • Demonstrated experience in working on research and awareness-raising campaigns with youth, ideally aged between the ages of 12 and 35.
  • The consultant should have proven experience in behavioral change communications (SBCC) and human-centered Design
  • The consultant should have a minimum of 5 years’ experience in conducting research and writing reports.
  • Computer proficiency including MS Office products (Word, Excel, PowerPoint).
Languages:
  • Fluency in English; knowledge of multiple Nigerian indigenous languages advantageous;
