Job Title: Executive Officer

Program Summary
- The TMEC / RISE program is a newly-awarded 5-year, USAID-funded global HIV program that supports countries to achieve and maintain HIV epidemic control through the provision of strategic technical assistance and direct service delivery to improve prevention, HIV case finding and treatment programming.
- In Nigeria, TMEC / RISE comprising of Jhpiego, ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City and others will support the Government of Nigeria to address barriers in HIV services among at-risk adult men, women and priority populations and to build capacity of local implementing partners, continuously leveraging data to successfully course correct and achieve and maintain epidemic control.
- This project aims to achieve and maintain the primary prevention and 95-95-95 goals that are critical to HIV epidemic control in Nigeria. The program will also support PEPFAR’s transition of HIV service delivery to local partners, advancing progress along the journey to self-reliance in Akwa-Ibom, Cross River, Niger, and Adamawa.
Job Summary
- The Executive Officer will work closely with the Country Director and its management team as necessary to provide support to the Country Director.
- S/he will provide executive-level administrative support, clerical support, receiving partners/visitors, arranging travel and correspondence, and scheduling meetings.
- The Executive Officer will enhance the Country Director’s effectiveness by ensuring information management as well as representing the Country Director to others.
Responsibilities
- Produces information by transcribing, formatting, inputting, editing, retrieving, copying, and transmitting text, data, and graphics.
- Conserves Country Director’s time by reading, researching, and routing correspondence; drafting letters and documents; collecting and analyzing information; initiating telecommunications.
- Support specific initiatives, activities, projects and research under the office of the Country Director or wider SMT.
- Maintains Country Director’s appointment schedule by coordinating travels, planning and scheduling meetings, take minutes, action notes and deal with any follow up action.
- Maintains confidence and protects operations by keeping information confidential.
- Secures information by completing database backups.
- Provides historical reference by developing and utilizing filing and retrieval systems; recording meeting discussions.
- Produce reports, presentations, and briefs for the office of the Country Director.
- Contributes to team effort by accomplishing related results as needed.
- Undertake any other duties as may be required commensurate with the level of the post.
Required Qualifications / Knowledge, Skills and Abilities
- Bachelor’s degree in Social / Behavioral Sciences, Public Administration and Health-related courses. Masters in any of this related field will be an added advantage.
- A minimum of 5-6 years’ strong experience in a similar position within the INGO/private sector.

Overview
- The Strategic Information Officer will assist in the development, implementation, and management of the monitoring and evaluation requirements of the JHPIEGO Nigeria Country Office.
- S/he will work closely with program and technical staff to maintain monitoring frameworks that are accurate, up-to-date and comprehensive.
- S/he will maintain office database systems and ensure up-to-date, accurate information in them.
- S/he will assist the program staff in preparing sections of program reports that deal with monitoring and evaluation, and in the implementation of program assessments and evaluations.
Required Qualifications / Knowledge, Skills and Abilities
- Postgraduate / Master’s Degree in Mathematics, Statistics, Biostatistics, Epidemiology Public Health or related field.
- At least 4 – 6 years’ post-NYSC professional experience as a statistician/data scientist and/or in the implementation and management of health Strategic Information systems.
- Familiarity with USAID/PEPFAR HIV/AIDS programs, the Nigerian public sector health system, and HIV/AIDS response,
- Core Strategic information experience, conversant with MERL indicators, data collection, analysis and data visualization using DHIS, LAMIS, Power Bl and other innovative data management system
- Proficiency in Microsoft Office (including Microsoft Excel) and related applications.
- High-level computer skills using DHIS2, SPSS and/or STATA, Power BI and Epi-Info

Overview
- The Strategic Information Advisor will support the TMEC RISE project on all SI related implementation and data management.
- S/he will provide technical assistance and capacity building to the SI team and its stakeholders in the development of and implementation of data analysis, use, and dissemination strategy.
- S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision making.
- S/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination, to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade).
- S/he will additionally provide technical assistance to design and implement a strategy to build the capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).
Required Qualifications / Abilities, Skills
- Master’s degree in Public Health, Statistics, Epidemiology and other related areas with 8 years of experience in monitoring and evaluation in international development related to HIV/AIDS comprehensive services
- 8 – 10 years practical and demonstrable experience in monitoring and evaluation, of which 1-2 years’ experience is on core data management for PEPFAR 3.0 programs.
- Experience in providing M&E support to programs working with key populations including one or more of the following is preferred: sex workers, men who have sex with men, transgender persons and people who inject drugs
- Previous experience working with USAID or PEPFAR-supported programs including familiarity with USAID M&E reporting requirements.
- Demonstrated ability to be the technical specialist and as the lead subject matter expert in monitoring and evaluation.
- Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info and/or other analytic software and to provide evidence-based recommendations accordingly.
- Demonstrated knowledge and experience in the use of GIS and other tools to support geospatial display of data to target program interventions and resources.
- Demonstrated ability to perform robust data extraction from internal and external information systems.
- Familiarity with Nigerian public health sector, non-governmental organizations (NGOs) is highly desirable.
- Demonstrated ability to portray complex data sets in easy to understand formats including visualizations.
- Demonstrated working knowledge of Nigerian health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data.
- Previous experience in building capacity for generation and use of SI.

Job Title: Pre-Exposure Prophylaxis (PREP) / CECAP Advisor

Job Summary
- The RISE-Nigeria Pre-Exposure Prophylaxis (PrEP) Advisor will serve as the main technical advisor for RISE-Nigeria’s efforts to scale up oral PrEP at the national, state, LGA, and Site levels.
- The incumbent will provide technical assistance and support to the national level efforts led by the FMOH in coordination with other implementing partners and stakeholders including NACA and NASCP.
- The incumbent will also work closely with stakeholders and leadership at the state level including SMOH, SACA, SASCP, partner IPs and CBOs.
- S/he will work with the RISE-Nigeria Technical Director to ensure that coordinated plans for PrEP scale-up and implementation are built and sustained across the local and central government structures, and local CBOs.
- S/he will promote and ensure proper integration of PrEP with other activities particularly those related to HIV Testing services, reproductive health, family planning, and tuberculosis.
- The incumbent will represent RISE-Nigeria in relevant TWGs, task forces, and other coordinating bodies including on the CHOICE Learning Collaborative initiative, jointly convened by the RISE and EpiC projects.
Required Qualifications / Knowledge, Skills and Experiences
- Experience managing and providing technical leadership to a large HIV prevention, testing and treatment portfolio
- Skilled in at least two or more of the following technical areas: HIV prevention, HIV testing and counseling, HIV care and treatment, quality improvement and monitoring and evaluation for HIV programs, and provision of integrated care including TB/HIV, cervical cancer screening and treatment services for women living with HIV, etc.
- Demonstrated experience training clinical or community-based healthcare workers on HIV prevention (or other relevant areas)
- Excellent grasp of clinical issues and current literature HIV/AIDS, family planning, TB, cervical cancer for WLHIV and STIs
- Proven leadership skills, as well as skills in training, facilitation, team building and coordination
- Strong change management, results-oriented, and decision-making skills
- Strong leadership and technical capacity to support service delivery
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Demonstrated experience providing capacity building assistance at individual and organizational levels
- Demonstrated in-depth understanding of MOH organizational structure and the Nigerian healthcare system, particularly the public health system
- Familiarity with MOH and USAID’s administrative, management and reporting procedures and systems, PEPFAR experience highly preferred
- Advanced (Masters minimum) degree in Public Health, International Health or an advanced clinical degree in nursing or medicine
- At least 5 years’ experience implementing and/or providing technical assistance in HIV prevention
- At least 5 years’ experience in implementing and/or providing technical assistance within a donor-funded project of at least $5M per year
- Proficiency in Microsoft Office 365 Suite
- Ability to travel nationally to project sites up to 50%, as needed
- Ability to travel internationally up to 10%, as needed.
